Outdoor restaurant with great city views?

Are there any restaurants with tables outdoors that have a great view of the skyline? I know the Marriott Marquis has a rooftop restaurant, but it appears to only be inside- I don%26#39;t want to be cranking my neck from my table just to get a quick glimpse out the window.

I personally would never go to the Marriott but I hear tourists don%26#39;t mind it. I have been for coventions and things. I suggest the River Cafe or Water%26#39;s Edge.
